Casimir Perry, originally Merion Kraye, is a European and a former Prime Minister of the European Union. He is one of the major players in the plot of Terra Ignota, and his efforts to enact vengeance upon the system of the world result in the Days of Transformation.

He is the biological father of Carlyle Foster with Danaë Marie-Anne de la Trémoïlle Mitsubishi, conceived through artificial insemination as a test to prove whether or not he truly loved Danaë. Kraye believed her to have been unfaithful, and physically assaulted her in his rage, leading to his exile from Madame D'Arouet's bash'. He subsequently faked his own suicide and took on a new phase and identity, that of Casimir Perry, and rose high in the ranks of the European Union, going so far as to plan Ziven Racer's tampering of the Prime Minister election, leading to his own ascension to the Prime Minister position. Still held back from membership at Madame's, he was known as the Outsider by the coalition of powers. In an effort to get revenge, he orchestrated the theft of Black Sakura's Seven-Ten List, sparking the events of the series.

As Casimir Perry, he is described as "a fine man, as tall as the Emperor, European in complexion but tanned and healthy, with a square face creased by a hundred kinds of stress, and a nub of brownish ponytail."
